The Connecticut Energy Assistance Program (CEAP) provides low income and working poor households with help in meeting their winter heating bills. Through CEAP, eligible households may secure fuel deliveries and have their utility heating costs defrayed. For households whose heat is included in their rent, one-time financial assistance is available.
Eligibility Requirements
Eligibility for CEAP is based on gross annual income and household size. Any household with a gross annual income at or below 200 percent of the federal poverty guidelines, which has provided all required documentation is eligible for the program.
Application Process
To apply for assistance, make an appointment and provide the following documentation:
- Social Security numbers for all household members over the age of 2 years
- Birth date of all household members
- Name and address of landlord
- Copy of utility bill (if household heats with a utility). Bill must be in the name of household member over the age of 18.
- Documentation of disability, if applicable
- Documentation of household income for the four consecutive weeks prior to the date of application for all household members
- Current rent receipt or copy of lease if heat is included in the rent
- Homeowners need to provide amount of mortgage payment
- Copies of most recent bank statements
